If the lights are bright, the starter may have failed. If the lights are dim and the starter turns over slowly (RRRRrrr . . .) the battery my need to be charged. If the lights are bright and the starter cranks normally, failures in the ignition system may be the cause.
The engine needs a strong battery with clean, tight connections, fuel and spark. You are missing one of those.
all of the other lights come on but when I turn switch all away to start wont do it
A blown fuse can cause the dashlights and taillights to stop working on a 2001 Dodge 1500.
The switch is likely bad. Check the power going in and out of the switch.

If you mean the brake lights are stuck on, then check the stoplight switch located on the top of the brake pedal.
The reverse lights are not adjustable.
