The pips in a steam heating system need to be insulated to prevent condensation. Condensation can lead to mold and or freezing of the steam pipes in the winter.

Yes, If the thermostat isn't working, It cant tell the heat to come on. Thermostat is the brain of a heating & cooling system. Most likely the thermostat itself has worn out and does need to be replaced. You can get another digital one or you can change to an older style if you so desire.

I would check the thermostat first but what it sounds like is that the coolant system is clogged up causing no coolant to pass through the heater core. If the coolant is very dirty then you will need to flush out the complete system and this will need to be done by removing the hoses to the heater core and the thermostat. Flush it out several times until you get clean water coming through........
