the linkage arm is broken or disconnected.
The wiper motor drives a mechanical linkage which connects both arms. Either something is broken or has become disconnected. You will need to look at it to see what the problem is. Sorry I dont know what bits of plastic/trim need to be removed. Open the bonnet and look at the top to try and uncover it.
Remove the old wiper and replace with a new one
Its your linkage, not your motor.
Swap the blade out for a smaller one.. IE.. if the blades are 21" swap the blade that catches to a 20"
It may be due to a broken linkage.
the relay should be next to the battery right underneath the windscreen. it is connected to one of the vipers
If you want to change only the wipers, there are some clips over windscreen wipers. You have to lift up (with your hand) the wiper and un-clip, place the new and then clip again. If you want to remove the hole system you have: *to open the hood *at the beginning of wiper construction there is one big screw remove this with a key (it might stack, so you may hit it a little bit to unstack or use oil) Then you are done. You have removed the hole windscreen wiper system.

The first thing to check would be the nut at the bottom on the windshield wiper that isn't working. Make sure that it's tight. It isn't a relay issue.
