Because the rear heat and front hear are 2 different systems. If for example the front heater coil has broken the rear one may still be functioning.
Front heater core could be plugged up. Try flushing it out.
You rear heat will only work if your front heat is on heat and feet. If it is on vent at the front of the van it will not heat the rear of the van. Not sure why but that is how ford designed it.
Check the valve that lets the heated coolant circulate to the rear heater core. You will not have any rear heat without the fluid circulating.

The control for the heat on the dash has a control for the back seat and also has a setting that says something like "Rear Control". This allows the passengers in the back seat to control their heat independently via a temperature control in the back seat (on the back of the center console). So you could have the heat on in the front and the rear on "rear control" and if the passenger in the back has set their control to cold, it wold blow cold air in the back even though you have the heat on in the front.
I would first check either the controls to the front heater core or a blocked front heater core. It could also be a blocked or missing heater hose to the front heater core, although that seems quite unlikley.

Front heater core is in the dash, the rear heater core is all the way in the back of the vehicle. If you have steam coming out of the dash vents, the front HC is leaking. If you have steam coming out of the rear heater vents, then the rear core is leaking.
There is a secondary condensor in the rear of the vehicle that works off of the primary. If the AC in the rear is working and not the front, it could possibly be the air handler or the blower up front. Does the front blow air? If so is it ambient, hot, or a little cool? Incorrect: The 1999 Tahoe DOES NOT have a secondary condensor the only thing it may have in the rear is a heater core IF it is supplied with rear heat, if you are getting cold air in back and not the front usually means you are low on freon.
If you have your system on heat and you are only getting hot air from the front vents and not the rear you might have a bad actuator motor. There are two different plenum doors on your vehicle. One opens and closes for heat to the front passenger area. The other one opens and closes for the rear passenger area. There's another answer out there for this rear A/C problem advising owners that the rear control knob on the front dash is bad and replacement is 'a snap'... Can anyone comment on these two trouble-shooting tips?

i dont know what sizes they are,but the ratios in front and rear diffs will be exactly the same as each other.
ive had the same problem. my rear speakers are heat senritive. they only work when the sun is shinning down. dont understand why this happens tho.
