I have run into the same thing with this kind of car. On the steering column at the top they have a switch that will turn the running lights on or turn them off. check the switch you may have hit it and turn it on.
If you are parked and you want to here the radio without the Automatic headlights on. Some times if you engage the parking brake it will turn off the automatic head lights.
because of the new daylight running lights, and auto headlights this has become quite the issue. However, there is a simple solution. If you set your parking brake before turning on ignition, the headlights should stay off. I have often walked to the car behind me at the drive in and explained that.

I just had this same problem with my 1998 VW Jetta. My parking brake light came on one day, but only half illuminated. Shortly after my windshield wipers and headlights stopped working. My radio works but the fans don't work either. Do you mean the parking lights? if it's the parking lights that are on, check the switch on top of the steering column.

It's probably time to replace your headlight switch. Had a similar problem on my '95. A new switch fixed her right up.

The headlights work on a totally different relay than the parking and fog lights. The headlight relay or headlight fuse is usually blown when only the parking and fog lights work.
The parking lights are turned on when the headlights are on and you pull out on the light switch. The parking lights cannot be turned on by themselves.
