I had the same problem. It is caused by a loose/bad connection between the a/c switch and the relay to the blower/compressor. If you remove the radio, you will find what looks like a "plug" that has a number of wires running into it (the relay), that connects to the a/c switch in the dash. If you unplug this relay the a/c stops working completely. I unplugged the relay and with a very small screwdriver bent the edges of the connectors inside it on all the wires, to make sure that each of the wires was making good contact with the metal "tabs" on the a/c dash switch. If you pull off the dial in the dash and remove the plastic nut (a little tricky) you can take the switch all the way out of the dash and plug it straight into the relay to test the connections and make sure they are solid and firm. I had tried everything, including replacing the switch, with no luck, but this solution has solved the problem. The a/c now works on 1, 2, 3 and 4. Good luck! I had the same problem.
