Why would the Daylight running light system on a 1990 Acura Integra only activate the running lights but not the headlights?

good question, read up on the system to familiarize yourself, and be certain all bulbs are good...a burnt headlight could be the cause, as this may complete the circuit... here it is... Everyone should have a manual for their vehicle, and a professional shop manual should be available at your local library for diagnostic procedures etc, just make copies of the right pages, as they are usually REFERENCE only...read up and good luck :)
