As in most other "high resistance" cases, this is usually attributed to a poor connection, usually because you overstuffed your glove compartment and caused the unprotected connector located in the top of it to become slightly disconnected :-)
There is a problem with the SRS...have a dealer check it.
I was told by my cousin who is an auto mechanic that dirty oxygen sensors would cause that problem. You can either replace them or you can wash them.
I would look at the REAR signal light on the same side of the car. It is probably not blinking at all and the bulb needs to be replaced.
If its the same as the mark viii then you would have to replace the bulb by removing the light that is held in with 4 or 5 screws then you can take out all wires and bulbs you need to.

If it's a driver's side air bag it could be a broken clock spring under the horn pad. The light is blinking it doesn't say which side. How would you know.
On a 1991 Lincoln Continental : I'm not a mechanic / technician but I have never heard of aluminum heads for the 3.8 litre Ford V6 engine So , I would assume they are cast iron
