i suspect you have a bad ground somewhere,i have fixed a wierd problem like that when i found the tail light was half full of water causing a huge load on light and turnsignal circuit.
I had this same problem with my 2003 Venture. The Cheverolet dealership told me that the cruise contol is directly linked to the brake lights. The simplest and cheapest place to start would be to check your brake lights...if they are not working, you will not have cruise control.
a common cause of rear lights staying on is a bad ground. Have someone watch the brake lights while you turn on the park lights. if the brake lights go out, or dim noticably, seek corroded, or broken ground wiring at or close to the tail light sockets. another easy reason is the brake switch is out of adjustment, or faulty. set your cruise control, and apply the brakes. i am not certain, but most systens use the brake switch to turn off the cruise. in your case the cruise may not engage. Sounds like the brake light switch is broken or out of adjustment and yes it would cause the cruise control not to work.

Most likely no brake lights would be due to a faulty switch on the brake pedal or a bad fuse.

You probably have the problem with the faulty brake pedal switch - this was a recall item. Your cruise control may not work either. There is a switch that when you press the brake it triggers the rear lights and also tells the cruise control to turn off temporarily. This became faulty on mine over a period of months where the cruise would sometimes work, others not. then the rear brakes kept staying on. Should be fixed for free as it was a recall. **This happened to me today, with the dealership closed for the weekend I was worried the battery would die before I could get it fixed. I tried pulling back on the brake pedal as much as I could with my hand and it turned the lights off.**

check the fuse for the brake lights, they have thier own. also check the brake light switch at the at the top of the brake petal
