There is a sensor on most modern cars which turns on the fan when the coolant temperature reaches a certain value. If this sensor is bad, the fan may run continously.
A 1998 Chevy Cavalier is an interference engine meaning any timing failure will result in catastrophic damage. A free-running engine will simply stop running until and can readily be fixed.

Well yes and no. Both have a 2.2 four cylinder if I'm not mistaken, but I don't think the earlier Cavalier's have the EcoTec motor. And you should be able to get the engine from the '03 into the '97 with no problem.
It turned out to be the alternator going bad. Replaced alternator. No more growling.
