The fan is probably controlled by the temp gauge sensor that doesn't work. Check the harness for the temp sensor to see if it's getting the right voltage. Then check the temp sensor (probably a thermistor) for the proper resistance at various temperatures.

It is possible that the temperature gauge has stopped working in a 1992 Tempo due to a blown fuse. It is also possible that the temperature gauge stopped working do to the temperature sensor in the engine having a short.
Most likely a faulty sensor, or the gauge itself is bad
If the gauge is reading hot and the car is running normal temperatures, the water temperature sensor needs replaced.

The heater core may be plugged or not flowing properly. This would not allow the water to flow properly to cool the motor. Also you may have a bad or loose ground wire to your heater switch, this will give you a false reading on the temperature gauge.
My 1992 Spirit does the exact same thing... its either the Coolant Temperature Sensor that screws into the engine or as in my case a faulty Temp Gauge.
