Usually the lights will be always on the only way to turn them off manually is when you engage the parking brake, if you need them off during the day time you can pull up the parking brake to the first notch and it shouldn't affect the brake at all. That's how I do it on my 98 jetta at least

I just had a similar problem on my 2003 jetta. They replaced the bulbs and it turns out to be a faulty break light switch as well. Make sure to get it checked ASAP otherwise your shifter could get stuck in park.

The bulbs are replaced from the inside of the trunk or beneath the hood for the head lights. THE DRIVERS DOOR LATCH NEEDS TO BE REPLACED. IT HAS A MICRO SWITCH INSIDE IT THAT SENSES WHEN THE DOOR IS OPEN OR CLOSED. THE SWITCH CANNOT BE REPLACED SEPERATLY. THIS IS A TOUGH JOB IF YOU DONT KNOW WHAT YOUR DOING.
