there are several possibilities,
first: the fuse that provides power to the headlights could be blown out.
second: the headlights could be burnt out.
the other possibilities would require a professional diagnostics by a Subaru technician.
Many Camry models have so called daylight headlights.

The voltage is lacking when you are not pressing on the gas... while pressing on the gas.. you are giving the headlights more electricity...
If the headlights are halogen, these tend to be sensitive to voltage spikes. Before replacing the headlights, have the electrical system checked for faulty voltage regulation.

it could be the headlight relay. if not it may be in the switch.
