The related cover of Charlie Hebdo (Jan.14, 2015 - the first after the terrorist attack on their staff) could be controvertial because there is a depiction of a bearded man (suggesting it could be the Prophet Muhammad pbuh) holding a protest sign. It is very likely that the author (a Survivor of the attack) wanted it that way. The protest sign reads "je suis Charlie" (I am Charlie), which was the widespread motto at the unity rally three days after the attack, while the holder is crying under the headline "tout est pardonné" (all is forgiven).
Charlie hebdo is a satirical weekly newspaper which made it its special mark to be provocative, trying to make fun or ridicule extremism and religions. It is known for being the first (and maybe only) French newspaper who reprinted the well-known Muhammad Cartoons.
It is forbidden by Islam to depict God, or his prophet, although there had been depictions of them in the Muslim world in history.
