Why would the passenger heat and air in a 2000 Catera seem to have a vent open to the outside air at all times while the drivers side works perfectly?

I believe there is a vent in side of the glove compartment, you can open and close it there. Slide it from side to side. Possible programmer malfunction needs to be checked out.

Sounds like the actuator on the drivers side is not operating properley. To check it out, remove the panel under the steering wheel, reach up to the actuator arm and try to move it to its bottom position, if heat comes out you solved the problem.
