Start with checking the fuses.
If the speedometer is not working but the odometer is, I would suspect the dash cluster is at fault. If both speedometer and odometer are not working I would suspect the speed sensor on the transmission is at fault.
If the speedometer and the odometer are not working, I would suspect the VSS (vehicle speed sensor). If only the speedometer is not working I would suspect the instrument cluster has problems.

The speedometer and gas gauge going out tat the same time indicate an electrical problem. The instrument cluster may have to be removed and the circuit board checked for loose connections or cold solder joints.
It is possible that the speedometer on a 1997 Plymouth will only work intermittently because the gear is worn out. Sometimes dirt can get up into the area where the speedometer cable is housed and cause excessive wear to the gear.
Numerous gauges not working at the same time are a power issue. The instrument cluster needs to be removes so that the wiring and circuit board connections can be tested.
If both odometer and speedometer are not working I would blame the vehicle speed sensor. If just the odometer isn't working the gauge cluster assembly needs to be replaced with a reconditioned one.
