I would suspect a slow reacting thermostat, or one that is not correct for your vehicle.
The thermostat opens and closes to allow the hot coolant from the engine exchange with the cooler fluid in the radiator. When the thermostat sticks or reacts too slowly the temperature of the engine will rise above normal, then drop suddenly as the thermostat opens, then the temperature may dip farther down than normal as too much colder fluid is exchanged than is needed to maintain operating temp.
