Rear Calipers sticking. Replace the calipers and drain and flush the entire brake system.
In addition, replacing the rotors when you install new pads will make them last longer. Worn rotors will not mate properly to the new pads, causing uneven wear.

It could be the brake fluid reservoir is low and is telling you that the brakes need attention.

It's a white plastic thing right above the brake pedal. It has two wires that plug into it.

One of two things. Either the brake light switch behind the brake pedal. Or try wiggling or rotating your turn signal stalk in a circle motion. If the brake lights work when the turn signal stalk is wiggled then you need to replace the turn signal stalk.
If the cable is broken and parking/emergency brake is still ON, then they are rusted in place ! - Your emergency brake system needs urgent work.
