idle air control valve needs to be cleaned or replaced....or a vacuum leak....or any other component that runs the idle.
not sure about Subaru my Nissan needs 5 diffrent compenents working properly to idle correctly........first get a can of carb cleaner and spray all the engine if u can keep it running long enough...then spray all ur vaccum hoses if the engine smooths out then its a vaccum leak. if its impossible take a flash light check all ur vaccum hoses if u find nothing and ur certain its not a vaccum leak. find a forum there are tons should have DIY on how to clean iacv...if its common they will provide several answers and directions on how to do it
I would suspect you have a very weak fuel pump. Have it tested.
