sounds like the heater is limed up, causing a blockage, if its, more than 5 yrs old replace it, try bleeding it or draning it down, [hose valve on the bottom] when you turn the tub facuet on and off you might be knocking the lime loose in the pipe, alowing the pressure to build back up.
