Look under the dash on the passenger side
Check the fuse and relay first. Then check the blower resister, then the blower motor itself. One of these is probably the cause of the failure.
The Condenser Fan Relay and the A/C Cut Relay on a Kia Sportage are located together under the dashboard on the passenger side of the vehicle. They are just aft of the heater blower motor. The Comndenser Fan Relay is the 20amp relay and the A/C Cut (compressor) relay is the 52amp relay.
just take out 3 screws from the fan and unplug it. take blower out of housing and replace, should only take about 20 minutes.
the electric fan is not coming on, either sensor or fan unit,suspect fan unit. Rock auto has them for about $59.00

FYI - Auto Recall: 2002 KIA Sportage - Engine and Engine Cooling: Cooling System: Fan. Dealers will replace engine cooling fan with a fan made of improved material - recall began on June 11, 2007.
Passenger side under the dash. Three screws hold it in, very easy job. Buy new Blower Motor on E- Bay for 45.00 all day long. Kia wanted something like 275.00
The fan control resistor block needs to be replaced. It's located under the passengers side of the dash, near the blower motor. It's a simple job, consisting of a few screws and a wire connector.
Well what you can do is stick your head under the dashboard on the passenger side and your gonna see the fan, take it out and examine it for rust and any problems, it could be a blown motor so the replacement would be about 56 bucks and you can do it yourself easily. Goodluck this happened to mine and it took me a while to find out what it was.
