You should be able to remove the alternator bracket, on your 1995 Jetta, by removing the three retaining bolts. The bracket should easily come off.

Alternater may not be charging would be my first thought.

Place a wrench on the pulley that pulls the belt tight. Its not the A/c, alternater, water pump, or fan but the other one. This should make the belt loose then pull it off. Replace with a new belt. Ensure that the belt is in the correct sequence as it was before.

The wiper control module is mounted on a bracket near the steering column support bracket.
