No it will not. the fuel pump is controled by the computer sending a signal to the fuel pump relay to turn the pump on. It will only do so for the first 3 seconds of cranking. At that point the computer sees the engine is not running and will shut off power.

You are asking two separate questions. The transmission has a cable,mechanical, kickdown. The distributor does not have a vacuum advance.
there is a gasket that goes under the distriburator that needs replaced.
The transmission throttle valve cable needs to be adjusted.
