First off, there was no 1996 Wrangler. The 1997 came out early in mid year so the model skipped 1996- a minor technicality. 86 1/2 to 1995 were the square head lights, then the 1997 went back to round like the 1999 has. It might be made to fit, but I bet it will have gaps sonce they changed the body tub slightly but enough to say it is probably not worth trying. The older CJ-7 & up to 1995 Wranglers do fit fairly close. So you may be able to get a 1999 top for a great price, but I would not try it. The only way to know for sure is to have about 4 strong buddies move it onto your older Jeep & see what happens, but I am thinking it is not going to work well.
