I answered below, and have actually done this.
94-95 have the same bumper, pretty much exactly.
96-97 has a different bumper, but it can fit on the 94-95.
A 96-97 bumper can also fit a 94-95 bumper.
The bumper brackets are different though between the two models.
Whatever year the bumper is for, get that same year bracket.

The shape of the bumper cover is different, will not mate up with the different fenders, and will not fit on the different year bumper structure, and so it wouldn't fit even if the bracket holes did line up. Which they don't.1990 through 1993 will interchange. 1994 and up is a completely different body style, and no body parts interchange between these two styles.'94 through '97 will interchange on many (but not all) body parts. There are plenty of these cars in all body styles available in your urban self-service (Pick N Pull) type junkyards.
No, the only transmission that fits exactly is a 94-97 Accord. The 90-93 Accord can be used, but you will need the 90-93 flywheel. Chuck
