Yes you just have to change the headlights from a 1998 to the 1996 with the bumper change.

Yes it can. I own a 95 eclipse and have put a 97 front bumper on it. It is slightly lower to the ground but fits great! it wont fit my eclipse and its a 95

A very short answer is yes, but the reverse lights are not in the same location so you might have to do some tweaking. i have a 96 that i have done some bumper work on however i have never tried a 97 to 98 bumper on it. but yea as far as i know it fits just fine.
