While the head will bolt up to the block just fine, the problem is that the EGR valve assembly and sensors are all slightly different, requiring quite a bit of converting. Whatever you do, don't try to run the engine without a properly operating EGR valve; it can cause serious damage to the engine.
It should. Look at the EGR valve; it's on the drivers side of the head. If the EGR valve is the same, everything else should be easy to exchange.

Yes. This is the strongest 4.6 block made. It was cast in Italy by the Teksid company and is capable of 1500 plus horse power. This is an aluminum block as opposed to your cast iron block. The teksid block was found in Lincoln Mark Viii 93-98 and the 96-98 mustang cobras.

Block heaters on S-Series 1.9L engines are an option, not a factory offering. It is an external heater that bolts up to the front of the block next to the exhaust manifold. Earlier blocks (91-98) have a slightly longer heater than later (99-01) blocks because of an additional rib in the block casting.
