Well first of all, you'd be very lucky to catch one because they are very fast. But yes only if you know the chipmunk doesn't have rabies or any other disease that you can get if it bites you.
yes, they are amazing pets. i have 9 and they like to play around and eat lots of nuts. they are better pets than chinchillas, although chinchillas are much fuzzier. you can teach chipmonks to do sweet tricks like get a nut out of a matchbox. if you raise them from birth they can be tamed.
