Yes, the air bag will still deploy even when the seat-belt is not buckled.
There are sensors on a car in the front or bumper of the car to initiate the dashboard airbag, however in newer cars there are now airbags on the windows too protect from hitting the glass, and those are deployed when hit from the side, and anytime a crash may occur on some cars.
