When the minor illegal alien is adopted, the minor child gains the citizenship of his adopted parents, so when he/she is adopted they become a US citizen if their parents are US citizens.

File Form 600K for adopted child outside U.S to get citizenship. The process should be completed before the child is 16 years old.The only exception to this provision is if the child being adopted is the biological brother or sister of a child that you have already adopted. In this case, the sibling adoption must be completed before that child turns 18 years old.

The section 322 of the Immigration and Nationality Act (INA) as amended by the Child Citizenship Act (CCA) allows biological or adopted children residing outside U.S. to qualify for naturalization. Once the children enter the United States many foreign-born adopted children acquire U.S. citizenship. They are entitled to get a certificate of citizenship but they need not formally apply for US citizenship since they become citizens automatically
