No, unless the turkey has already been infected. It is always advisable to freeze poultry or game (rabbit for example) for a week or so to kill off any bacteria that may be present.

If you wish to feed raw turkey, it may be best to feed a chunk, instead of ground meat. The reason being is any bacteria on the surface prior to mincing is mixed throughout the meat when it is minced. Also, feeding chunks of raw turkey (or any meat) once in a while has the added benefit of keeping a cat's teeth and gums clean and healthy as the meat rubs off any plaque on the teeth and encourages blood-flow in the gums.
