Some glues are buoyant, others are not. It depends on the chemical make-up and typically the use for which it is meant. There are glues designed for underwater use, and buoyancy would defeat the purpose or at least make them more difficult to use.
It depends on the type of glue. If it's water soluble, like PVA you'd get a more dilute solution. Some glues set hard on contact with water, others would simply not mix.
