"Regular" as in commonly more than once each winter might be Tennessee or North Carolina in the mountains. West of the Mississippi, northern Texas would also fall under this category, and west of their snow is very frequent in the higher elevations of Arizona and New Mexico. Even Hawaii receives snow every year on the top of the highest peaks (Mauna Loa and Mauna Kea).
