It will wear it out sooner and cost you unnecessary money in power but it wont hurt it there are many systems that have pool pumps that have a slow speed with just that in mind.

A bilge pump does not run continuously. If you have one that is running all the time it is not working properly. Running all the time will wear it out.
As long as the engine is running, the fuel pump is running.
Start with an almost empty tank, (if possible), as running the fuel pump continuously for an extended period of time may overheat and damage the pump. Otherwise follow these instructions, and give the pump a "rest" every few minutes. Disconnect the fuel line anywhere before the fuel regulator, (e.g., @ the fuel filter), turn ignition switch to "on" (not start), and this will allow the pump to run continuously

Either the fuel filter is clogged or the fuel pump is defective, even if it is a new pump.
Turn the to the RUN position and try to hear the pump running. Be quick because it will shut off when it reaches proper pressure in the line. Can you hear the pump? If yes, check the filter first (it's the least expensive). If no, make the sure pump has power running to it then check the pump.

If the fuel pump has failed it will not even start. Check the fuel pump fuse, and relay. If they are good and the pump is still not running, suspect the pump has failed. If however the car is running a low on power, replace the fuel filter and air filter. See where you stand after that.
Water in the fuel or a clogged fuel filter can damage a fuel pump. You can also damage a fuel pump by running the pump without fuel in the tank.
