Answer No, not at Ground Zero anyway. At Ground Zero they are building something called the Freedom Tower and its antenna touching 1776 feet in the air recalling the date of 1776.
HOWEVER, The Twin Towers II will be build in New Jersey or Texas. The towers will be as high as the original ones, with a top tower one can walk up into, as well and a restaurant.
