If the relay is bad, the pump will not pump. For about 15 bucks, it's the easiest thing to check. There are other things that will keep fuel from reaching the injectors, but start here.

It depends on what you hear when you turn the key. If you can hear the pump whirring and a "click" when the system is pressurized, then your relay is probably okay, and your pump is trying to pressurize the system. If you hear nothing, then replace the relay and try again. If you still don't hear the fuel pump ... pumping, then you probably need to replace the fuel pump.
If the relay is okay, and the pump is trying, then it could be the fuel filter, pressure regulator, the injectors or the ignition system. Blah blah blah...
