The twin charger is a supercharger and a turbocharger mated to the same engine, in this case a 1.4l 4 cylinder. So, yes it is possible but to my knowledge Volkswagen is the only manufacturer who has done it. The Nissan March was also twin charged way before the golf I believe having a 998cc engine with a turbo and supercharger mated to it.
