You CAN webcam chat on Windows Live Messenger. When you are talking to someone, under their profile picture there should be a webcam button (if they have a webcam, that is). Click that and you can invite them to webcam chat with you.

Click on your name in Windows Live Messanger Click on Options Click on personal And check off the webcam box

The most recent windows update no longer supports regular webcam use; it has to be a video call. They retired one-way webcam function
