That is debatable. President Roosevelt was doing his "psychological" efforts on the American people. He was trying to get them to see that the war in Europe in 1940 was not the war of 1918. Isolationists out numbered the ones who wanted to help England. Looking back in time it is probable England would have lost to the Nazis if the Allied Forces had not built up a huge armada of troops and war armament. Some surmise the US would have been invaded too.
