Possible but more likely other sensors like MAF or O2. An advanced scanner that can check fuel trims can check those as well. Most go into an extra rich "limp mode" if one or more sensors can't register for some reason. You should get codes that narrow it down to one bank or the other if it is running extra rich and check fuel trims as well which will help you isolate, Check fuel pressure first to see if in speck could simply be a bad regulator and running to high

The idle air control valve on a Saturn SC1 is found on the intake manifold. This valve controls how much air enters and engine and allows how high the motor can idle.
A large vacuum leak would be suspect number 1. A stuck open EGR valve or bad Idle control motor would also cause this. These things can be tested for fairly easily by an experienced technician.
are you sure it is valve chatter,Thought i had same problem but it was the rotor on the distributer hitting on the cap due to a bad top bushing in the distributer.
The most likely cause of a ticking sound in a motor is a bad timing belt. A valve out of time can also cause a ticking sound.
