http://www.acenet.edu/resources/GED/center_locator.cfm When I went to High School, my mother, who is mentally ill, threw me out of the house at 16. I had to take care of myself and get myself through High School during the last two years. To be honest with you, it was very hard. I had many obstacles to overcome that most children will never have to go through. I didn't even need more than four years of High School. And yes, I graduate with a B average. Let's see, I grew up with a mentally insane individual. I was continually told I would never amount to anything. I was physically and sexually abused. However, it only took me four years to graduate High School. If it takes you six years, and you didn't go through what I went through, even I wouldn't hire you. And I interview Grammy-Award Winning and Grammy-Nominated artists for a very well know media outlets. Life is what you make of it. You just have to be determined to win. Six years is too long. As far a GED goes, I would have to question the individual as to why they did not Graduate High School. If they went through a very difficult childhood, such as being physically or sexually abused, then I would understand. If they were just lazy, honestly, I wouldn't hire them either.

Is it a valid concern of the Employer that agreeing to the Union proposal would reflect badly upon it especially if the employer is a government agency?

The employer agreeing to the Union proposal would not necessarily reflect badly upon it, especially if the employer is a government agency. The majority of employees would prefer to work through a Union. The only bad aspect for the employer would be the requirements that have to be met per employee that is apart of the Union.

Why do people need a high school diploma?

Though it didn't used to be necessary, a high school diploma or GED are essential today for landing jobs and absolutely critical if you desire a job that pays better than minimum wage. But that is just the starting point. Basically, having a diploma tell an employer that you can get past the basics in adult education, and that's it. If you want to advance in life and career, it is advisable to continuing your education past a diploma. At least a trade or technical school, where you learn how to do specific careers (healthcare, technology, mechanical, etc), will help immensely. Some people prefer to continue on to an Associates degree (A.A.) at community colleges. Other continue to their Bachelor's degree (B.A., B.S.) and other continue on to achieve their graduate degree (Master's or Doctorate). But the diploma is the most basic step and is therefore very advisable to obtain.
