Yes, that's most definitely bullying.
If they're hitting you, you definitely need to inform an adult or the police. That's physical harassment and violence and is against the law (unless you hit them first).
Bullying is a big deal, even without the hitting. Getting an adult, whether family, teacher, counsellor, etc., involved is a good idea and can help put an end to it.
