Those are the agencies you need to approach if you want a Birth Certificate. If there were unusual medical procedures associated with the birth, it is possible that the hospital records of those might still exist - on paper in a box in a basement somewhere. They will not be readily accessible and they will be made availlable only to the people direcly involved (the mother, and perhaps the child) because of privacy concerns.
