A bad rotor would not necessarily cause a bad vibration as it would most likely create a noise and wear your break pads down unevenly. It could be as simple as an unbalanced tire or a warped rim. Also if your tires are choppy then a vibration can become noticeable. Also a bad bearing or axle could cause vibration (however, it would be noticeable at a lower speed).
Tire or tires out of balance and when stopping brake drums or rotors out of round or warped
Check your wheel bearings, tie rod ends, balljoints and CV axles. A bent rim will also cause a shake at high speed.
A couple possibilities to check out are the lower control arm/ball joint assemblies or the brake rotors. On the Camrys, warped brake rotors along with mediocre quality brake pads is a common cause of high speed vibration. The solution - new brake rotors and preferably ceramic brake pads which will help solve the noise, vibration, and harshness. Alos, make sure all nuts and bolts are torqued to proper specs.

At that speed, vibration is most often caused by tire balance or a bent wheel.

You could have a problem with the CV joints, brake rotors, bent rims and yes, even a slipped belt on NEW tires. If you have the ability to do so, jack up the front end, put the vehile on jack stands so that none of the drive wheels will turn, then watch the front wheels while someone else gets behind the wheel and runs it up to the speed where you have the vibration. You can also watch the tire/wheel at lower speed to see what is moving in ways that it shouldn't.
Warped brake rotors/drums.
The simple anaswer is that it depends on the cause of the vibation. If the vibration is caused by imbalance then the vibration should vary with the square of the speed (i.e speed doubles vibration increased by x4). Imbalance is not the only cause of vibration so you need to establish the cause first before you can anwer the question. Most times it is an out of balance tire, but if balancing does not fix it check out the wheel bearings and suspension parts, a harmonic distortion will cause a shudder at a certain speed. Basicly the vehicle makes a sound or vibration at that speed that amplifies into what you feel.
On my Mercedes sprinter the cause of the fan belt vibration at low idle speed was the pully on the alternator.This pully should ratchet in one direction.
