Yes. It makes the applicant look better, plus the applicant can claim her as a financial source to help him if things get tough. The Dept of Immigration likes to see at least one other person who can financially help out the applicant. You don't want to have ANY unpaid debts or criminal issues when you apply. Also, an esoteric education and list of job experiences is helpful.
