I would not buy it unless the seller can prove that there is not a lien against it and that he has the legal right to sell the bike. If he is selling it with a Lien against the title, you will be unable to take ownership until that lien is paid off by the original owner. This is a huge, huge, huge hassle that you will not be able to win unless you are willing to put a TON of time and monetary resources toward. In my opinion, not worth it... move on and get a bike with a legal title in the sellers hand.
It depends on who holds the certificate of title on the motorcycle.If you hold the title, and it is in your name, and there are no lien holders listed on the title. then you could sell the motorcycle at any time you would like. On the other hand if the credit card company holds the title then you would have to pay off the balance owed on the motorcycle to the credit card company, they would then release the title to you, at which time you could sell the motorcycle.

A CD title I believe is not actually a title. CD in reference to a motorcycle usually means a Certificate of Destruction.

DMV...it would be a salvage title which will kill the resell value of the bike....could try and get a lost title instead, some states offer this instead of the salvage title
