Yes and no. I conceived my son while on the pill for 3 years AND me and the father used a condom. And yes, I know he is the father: DNA tests concluded so. But don't freak out about this and don't make her freak. There are PLENTY of reasons why she is late:

  1. Not every girl's cycle is EXACTLY 28 days from her last. Sometimes she might be early, sometimes she might be late. There is never any sure-fire way to tell the exact day she will start.
  2. Stress. I missed my period once after I was raped. I was so scared to find out if I was pregnant or not because I was still in denial about the whole situation. It turned out I wasn't but because of that stress, I didn't have a period for 5 months. But it doesn't have to be stress to that extreme. Some people are late during finals week or right before the semester starts again.
  3. Malnutrition. Most young women these days are so obsessed with looking like people in magazines that they don't realize those pictures are photo-shopped and not even those people really look like that. Yet they starve themselves anyhow and one result of that is a missed period. My friend was bulimic for 7 years. After the first year or so of her regurgitating food and excessively exercising, she stopped her period. She is now 25 and still doesn't have one.
  4. An unknown illness can cease a woman's cycle.

There are so many answers but the only one you need would be from her doctor. So just tell her to calm down, don't think about it and wait it out for about 2 weeks. If she still hasn't had one, go to the doctor and have them check it out. They did go to school for years for this kind of thing ya know :). In the meantime, think about if this is something that you both are ready for. If so, great. But if not, maybe you both need to think about slowing things down a bit. A baby can come at ANYTIME and if you are not ready for that, then it might be time to call it quits with your girlfriend before it actually gets to that point. I have been on the pill for a little over a year, and my period NEVER comes on the first day. It usually comes on the 2nd or 3rd day. Don't be too worried.
