The Handbook says there is a 'fuse box in the front compartment (engine compartment?)in which there are 5 fuses/relays in a vertical line. The middle on covers "FR-HTR" circuit breaker. Could this be what you are looking for?
I don't know if the fuse blocks underwent any changes between model years, but in my 2000 CR-V it is in the underdash fuse panel as Fuse #17. In the underhood fuse box there is a fuse/relay # 7 that also might be the one you're looking for. Hopefully you can find a copy of your owners manual, they are all shown in there.

Its an electric component that resists the flow of electrical current. Resistors are used to control the flow of current to the blower motor so that different speeds can be achieved

Call your dealer or Junck Yard and ask them if your cluster is interchange with another year. For example Jeep Cherokee is interchange 2000 to 2002 for the cluster but for ac/blower resister is interchangable for, 96-2001. O hope this help youSuleiman

Defective blower motor resistor pack.
In most of the Astrovans/Safaris, the blower motor is located under the hood to the far upper left side of the engine compartment. This allows for more space to be utilized on the driver's side of the vehicle for wires and fuses and the instrument cluster. This blower motor is about 6 inches in diameter and is held in with 3 or 4 small screws. In most cases, it has a single wire connected to it with a plastic clip and a rubber hose about 1 inch in diameter. I have also found that there are 2 other components that may cause the blower motor to not work. One is the switch located in the heater control panel. This can be replaced for under $10 but can be difficult to get to. The 2nd component is a resistor pack unit located near the blower motor and is mounted into the side or top of the black plastic housing for the heater and A/C hoses. This controls the speed of the blower motor. If this unit is bad, you may have only high or no blower motor speed at all. As with the inspection and or removal and replacement of any electrical component in an automobile, disconnect the (+) positive battery cable prior to working on it to prevent shock. Also, consult a local auto parts store for the exact location of both of these parts or you may purchase a Haynes Manual with step by step instructions on the location and troubleshooting of the blower motor.
