You can do this with a 12 volt test light that avaible at any parts store. Check the wires that attach to the motor. If you have power, your motor is bad and needs to be replaced. If you have no power, you have a short in the circuit. Check the resistor in the blower housing. I've seen a lot of these go bad recently.

Are you referring to the air conditioner fan motor or the engine cooling fan motor? In either case you will need to check your fuses first. Then check for power and ground circuits.
