have tried the fuel cut-off switch? I have not. I tried starter fluid. New fuel. I guess that will be my next bet.

Not a short, you have high resistance in the wire from the relay to the pump. The wire needs repaired/replaced.

the starter isn't getting power or the battery is dead. do some tracing of the power and see where it isn't getting juice
